Energy Improvements

These programs provide external assistance and improvements to help renters reduce energy bill costs and improve home comfort.

WAP (Weatherization Assistance Program)

The Low Income Weatherization Assistance Program (WAP) provides free services to increase the energy efficiency of homes for low-income households (such as installing insulation).

Eligibility: Household income cannot exceed 60% of Massachusetts’ estimated State Median Income (see table), or households receiving TAFDC and SSI, dependent on how many units in a residential building.

HEARTWAP (Heating System Repair and Replacement program)

The Heating System Repair and Replacement Program (HEARTWAP) provides no-cost repairs, tune-ups, and instillations of furnaces or boilers for income-eligible households with inoperable or inefficient systems. Emergency repair services for no-heat situations are also available.

Eligibility: Household cannot exceed 60% of Massachusetts' estimated State Median Income (see table).

LEAN (Low-Income Energy Affordability Network)

The Low-Income Energy Affordability Network (LEAN) offers renters no-cost home energy upgrades, such as upgrading to efficient heating systems, and lighting and installing insulation and appliance improvements. LEAN offers programs two programs, one for 1-4 unit buildings and another for 5+ unit buildings.

Eligibility: For 1-4 unit buildings, each unit can apply and annual household income cannot exceed 60% of state median income (see table). For 5+ unit buildings, the building manager or owner will need to apply and at least 50% of households must have income at or below 60% of the area median income.

MassSave

Regardless of income, MassSave offers Home Energy Assessments to identify energy-saving opportunities and help customers access rebates and incentives. Learn more here

Additionally, MassSave offers an income eligible program, in which eligible homeowners and renters can receive a no-cost insulation upgrade and increased rebates on efficient heating equipment. 

 

Eligibility: Household income must fall between 60 and 80 percent of the state's median income levels, and residents must live in a 1-4 unit home. Learn more and check eligibility here.
